Australian military suffers worst day since Vietnam

Five Australian troops were killed in two separate incidents in Afghanistan in what Prime Minister Julia Gillard Thursday described as the nation's deadliest day in combat since the Vietnam War.

The deaths, which included three killings in an "insider attack" by an Afghan solider, brought to 38 the number of Australian lives lost in the conflict.

"This is a very big toll... this is our single worst day in Afghanistan," said Gillard, who cut short a trip to the Pacific Islands Forum to return home and deal with the fallout.

"Indeed this is the most lost in combat since the days of the Vietnam War."

Australia's acting defence chief Air Marshal Mark Binskin said the first incident occurred inside a patrol base near Tirin Kot in the restive southern Uruzgan province where about 1,500 Australian troops are deployed.

In the second, two Australian special forces soldiers were killed when their helicopter crashed in Helmand province.

"Three Australian soldiers from the 3RAR task group were shot and killed when an individual wearing an Afghan National Army uniform opened fire with an automatic weapon from close range," he told reporters.

The dead soldiers were aged 40, 23, and 21 and were relaxing at the end of the day when the Afghan opened fire, he added.

General Abdul Hamid Hamid, an Afghan army commander in the south of the country, suggested it may have been a case of mistaken identity.

"Last night at around 10:30 pm an Australian forces patrol on foot wanted to enter an Afghan army camp in Chora district of Uruzgan province," Hamid told AFP in Afghanistan.

"An Afghan army soldier who was on duty at the gate of the camp thought they were enemy forces so he opened fire at them killing three Australian soldiers.

"He has probably mistakenly fired on foreign soldiers thinking they were militants," he added, saying the soldier, named Hekmat, had been serving in the army in Uruzgan for around five months. He fled after the shooting.

NATO has struggled to counter the so-called "green-on-blue" attacks in which uniformed Afghans turn their weapons against their international allies.

The assaults have spiked this year, with more than 30 attacks claiming the lives of 45 coalition troops, comprising about 14 percent of the overall death toll in the war for 2012, according to ISAF.

The latest deaths are the third "green-on-blue" incident involving Australian soldiers.

Gillard admitted the spate of "insider attacks" was making it difficult to build trust between Australians and the Afghans they are training.

"It is really difficult for our soldiers in the field," she said, but insisted she still had faith in the progress Australian troops were making in Afghanistan.

"Our strategy is well-defined, our strategy is constant, and we cannot allow even the most grievous of losses to change our strategy," she told reporters in the Cook Islands.

"We went there for a purpose and we will see that purpose through."

Australia is a close ally of the United States and its Afghan deployment began in 2001. Canberra later pulled out, only to redeploy in 2005.

Australia announced this year that it would begin withdrawing its forces in 2013, earlier than planned due to significant security gains and as Canberra has faced increased pressure over the long-running Afghan campaign.

Siem Offshore Wins LNG PSV Contract

Siem Offshore Rederi has been awarded a contract with the oil and gas company TOTAL.

The contract with TOTAL E&P NORGE AS is for a new dual fuelled large platform supply vessel (PSV). The new PSV shall be operated from 2014 and serve the Martin Linge field in the North Sea North-West of Stavanger.

This is the first long-term PSV contract Siem Offshore holds with TOTAL in the Norwegian sector. The agreement is made at market terms and is for an initial period of four years, with four one-year options. The contract will commence between May and August 2014.

The ship is designed in collaboration with W?rtsil? Ship Design, and will have a dual fuel system for the use of either LNG or Marine Diesel Oil. The vessel will be equipped with the most modern solutions for fire-fighting and emergency preparedness, a deck of 968m2 and under deck capacities well suited for the intended operations. Siem Offshore has received firm offers from yards for the construction of the vessel.

Growing up in Nigeria was fun and very fulfilling. In the schools, discipline was upper most in our minds and the school curriculum. We cherished culture and practiced our religion as best as we could. I grew up with the generation that valued knowledge, respected parents and elders and most importantly worship God to the true meaning of it. My parents have ten (10) children and one died during the civil war as an infant. I had my elementary school at Fatima primary school in Jos and went to the elite Mbaise boys secondary school in the east. The rest of my siblings had both their primary and secondary school education in Jos, except for my senior sister who attended Mbaise girls secondary school. Jos provided a good environment to be a boy and a young man. Those days, it was de-tribalised and we had fun with people of all ethnic groups and religions not knowing the differences. Since I left Nigeria, I have attended seven (7) undergraduate and post-graduate institutions (including MIT and Harvard) in Moscow, Russia, Wales, UK and the US.

Did any event in the past form your reason for decisions taken with regards to choice of course and institutions?

Not really, except that Mbaise Boys Secondary School (MSS) was one of the best at the time and we all aspired to go to good schools and to be lawyers, engineers, doctors, etc. In such a highly competitive environment, one can only but work harder and pray to God for success. But, I knew that I will attend the best institutions which turned out to be the case. At MSS, I had three (3) prefectship positions ? the Regulator in forms 3 and 4, the Furniture Prefect and Scaristian (i.e. religious prefect) in form 4. Nothing could have prepared me better for the life ahead. In particular, the Regulatorship was quite demanding as I was always the first to wake up and carrying the school all day and night, and being the last to go to bed. In the 2 years, I was the first to report back to school from vacation and the last to leave for vacation. Such was the training that became very invaluable.

How would you describe, comparatively, the ICT industry in Nigeria?

ICT is still very young in Nigeria. It has not been supported to the extent that society and businesses derive the maximum benefits from it. With a vast amount of human capital in the country, it should have been more advanced by now to the extent of generating revenue for the government and businesses. It is very conceivable to replicate Bangalore, Mumbai and Chennai here given the abundant human capital. ICT is labor intensive for the most part. Looking around, you can?t see data centers, software development centers or any meaningful Business Process Outsourcing. Nigeria should be making trillions and not billions from ICT exports if the infrastructure is developed. At the very minimum, you need excellent power supply that is uninterrupted at all times in designated development centers that will form the nucleus of any serious ICT development for export. The banks and government should extend credits to concerns that want to do business in this area on a global scale.

Is ICT being properly deployed in the country?

No. This is largely a private-sector driven sector backed by government-provided infrastructure and access to capital. None of this is in place now. Do you think it?s being deployed negatively or positively for most cases?

I don?t think there is any negative deployment except for private concerns that may be running IT-based pornographic businesses, etc. ICT, is an enabler of growth and a key driver for development. In this regard, more of it is better. The use for it is both personal and business. Either way, it is almost all the time helpful in different uses like Online business, social-media, business and government work tool, online education, secure online banking, transportation, bio-informatics, among others.
How ready is the world and Nigeria specifically for deployment of artificial intelligence?

September is Emergency Preparedness Month | Senior Care

Each year, as we head toward September, thoughts turn to the end of summer, the start of school and, in my line of work, Emergency Preparedness for seniors. Really, it does. ?Especially over the past decade, we have had several reminders of the importance of doing this. And each year during this past decade, the resources and ideas have only improved, so that with just a little research, one can find great ideas and checklists for the ?must haves? in the event of an emergency or natural disaster. The last time I wrote about this subject was in September 2011, but this year I thought I would start in August, as it is not too early to start preparing and gathering the items listed below. Credit for this list must be given to the ?Power of 50? in the July-August 2012 edition of the AARP Bulletin. This list comes right from there. It is truly the most comprehensive list I?ve seen, and I thought it important to share.

Pig parasite may help treat human diseases

The team at Coronado Biosciences Inc is betting you would.

The Burlington, Mass., company is developing what it hopes will be the first in a new class of treatments for autoimmune conditions. Each dose of the drug consists of thousands of microscopic parasite eggs, culled from pig feces, suspended in a tablespoon of saline solution to be swallowed.

In a pig, the eggs would grow into mature whipworms and reproduce, without harming their host. In humans, the same eggs barely survive two weeks. Yet in that short period they appear to modulate a patient's immune system and prevent it from attacking the body's own tissues and organs.

"It has the potential not only to be a drug but to provide insight into the cause of these diseases," said Dr. Joel Weinstock, chief of gastroenterology and hepatology at Tufts-New England Medical Center in Boston and an adviser to Coronado.

The company is preparing to enroll 220 patients with Crohn's disease in a midstage clinical trial. Participants will receive either a dose with 7,500 eggs from a pig whipworm or a placebo once every two weeks for 12 weeks.

Coronado's partner, German drugmaker Dr. Falk Pharma GmbH, is conducting a midstage trial of the drug, known as trichuris suis ova (TSO), in Europe. The two companies plan to share data when filing for marketing approval in 2016 or 2017.

Tiny Coronado, with a market value of nearly $139 million, went public on the Nasdaq stock exchange last December. If the company, which also has an early-stage cancer drug in development, succeeds with TSO, it will compete against multibillion-dollar drugs from Amgen Inc and Abbott Laboratories.

Sales of autoimmune disease drugs are expected to grow in the mid-single-digit percentages through 2016, from $34 billion in 2010, according to market research firm BCC Research.

As many as 700,000 Americans suffer from Crohn's disease, a bowel disorder. An estimated 50 million Americans have rheumatoid arthritis and as many as 7.5 million suffer from psoriasis.

Hygiene hypothesis
The technology behind Coronado's product was developed by Weinstock and researchers at the University of Iowa, where Weinstock was affiliated before Tufts. It is based on the "hygiene hypothesis," which holds that many developed countries have, in some ways, become too clean for their own good.

Millions of organisms, including viruses, bacteria and worms, enter the body through contact with dirt. Researchers believe many of these organisms are needed to train the body's immune system to recognize and fight disease.

"Microbes have adapted to us, and us to them, and we use them to stimulate our immune system," said Dennis Kasper, a professor of medicine, microbiology and immunobiology at Harvard Medical School, who is not involved with Coronado's product.

Today in many parts of the world these organisms are kept at bay with an array of antibacterial soaps, detergents and sanitizing gels.

Studies have shown that the incidence of autoimmune disease tends to be highest in the developed world, and is highest there among upper-income groups. Weinstock and others hypothesize that the elimination of certain intestinal parasites may have led to the loss in some individuals of a key mechanism for modulating the immune system.

Standard treatments for autoimmune disorders include injectable drugs that block a protein known as tumor necrosis factor. They include Amgen's Enbrel and Abbott's Humira. These depress the immune system and send its army of infection-fighting cells back to their barracks.

They also raise the risk of serious infection, including tuberculosis, and some types of cancer. Coronado's chief executive officer, Bobby Sandage Jr., says that is one reason why patients with serious conditions would choose the company's drug despite its provenance.

"With the pig whipworm, there is no permanent infection, no real possible side effects," he said.

Sandage said about a third of patients experience some gastrointestinal discomfort, such as diarrhea or cramping, after the first or second dose, though the symptoms typically go away after a day or two. He said patients need to stay on the drug indefinitely to keep symptoms at bay.

"It really does take a bit of getting used to. But once you talk to patients and they understand the theory, they accept it. We have had no trouble recruiting," said Dr. John Fleming, a professor of neurology at the University of Wisconsin who is testing the drug in patients with multiple sclerosis.

Others are skeptical about the drug's chances of gaining broad acceptance.

"This is not like taking a pill or even an injectable," said Steve Brozak, an analyst at WBB Securities who follows the biotechnology sector. "Here you are taking parasites that live in a pig's intestine, putting them into little vials and saying, 'Bottoms up!'"

Comfortable co-existence
Humans and their parasites have evolved in tandem for millennia. Most parasites have found ways to feed off humans without killing them, and some have become important for health.

A parasite that lives comfortably in humans may not be able to survive in another species, and vice versa. For the purpose of creating a drug, that is a good thing.

"What we know from the pig whipworm is that when you give it to people, it is destroyed in the gut," said Fleming. "It doesn't come out, so you have to keep giving it."

Initial results from early trials of the drug in patients with multiple sclerosis are promising, he said, though much more study will be needed to prove efficacy.

"I'm pretty convinced about the safety," he said.

Coronado has rights to the drug for all autoimmune conditions in North America, South America and Japan. Dr. Falk holds the rights to market the drug for gastrointestinal disorders in Europe.

By next summer, 250 people in the Phase 2 Falk study will have taken the drug for three months, and data is expected to be released around the same time. Results from Coronado's study should be released in the second half of next year.

Approval from regulators could involve an unusual set of hurdles, as there is little precedent for such a product. Sandage said conversations with the U.S. Food and Drug Administration and European regulators are going well.

"They are very well aware of what the product is, and we have been through a lot of stuff with them and they seem very happy so far," he said.

New systems have had to be introduced to clean the eggs. Traditional biologic drugs are purified using high heat or radiation, but Coronado can't do that: It needs the eggs to stay alive. So the company uses an acid wash, which the eggs can withstand because they have evolved to pass through the stomach acid of their host.

"A lot of time was spent figuring out purification techniques," Sandage said.

Explosion kills 24 at Venezuela's biggest refinery

PARAGUANA, Venezuela (Reuters) - An explosion tore through Venezuela's biggest oil refinery on Saturday, killing at least 24 people, wounding more than 80 and halting operations at the huge facility in the OPEC nation's worst industrial accident in recent memory.

State TV showed footage of flames and billowing clouds of smoke coming from storage tanks at the Amuay refinery. Nearby homes were damaged by the blast at 1:15 a.m. (0645 GMT), and officials said a 10-year-old child was among the dead.

"Unfortunately, 24 people have died, the majority of them members of our National Guard," Vice President Elias Jaua told reporters in local Falcon state. "Four people are in hospital right now, two were transferred to Zulia state and 50 people, thank God, were sent home after treatment because their injuries were not serious."

Most of those killed in the blast, which was caused by a gas leak, were National Guard troops providing security at the sprawling Amuay facilities, officials said.

Energy Minister Rafael Ramirez said the fire was under control, but that some fuel residue left in the tanks still needed to burn off.

Ramirez said he expected operations at the 645,000-barrel-per-day (bpd) Amuay facility to resume within two days at most.

He said the blaze hit nine storage tanks holding mostly crude oil and some processed fuels including naphtha.

Located on a peninsula overlooking the Caribbean sea in the west of Venezuela, Amuay is part of the Paraguana Refining Center, the second-biggest refinery complex in the world with an overall capacity of 955,000 bpd.

Amuay accounts for half of Venezuela's total domestic output -- about 1.3 million bpd -- of refined fuels.

TROUBLED OIL COMPANY

Ramirez told reporters that PDVSA crews working through the night managed to reduce the intensity of the blaze by 80 percent, and that the company would not suffer any shortages.

"We have all our other storage facilities," he said, adding that the refinery's main units had been shut down temporarily.

"A military center that also has housing infrastructure was badly affected, as was block 25 of our tank yard," Ramirez said. "In total, we had nine storage tanks affected by the explosion."

"We are capable of restarting operations within a maximum of two days," he said. A commission had already been set up to investigate the cause of the accident, he added.

Windows were broken at homes in the area, as well as at Amuay's main administrative building.

Health Minister Eugenia Sader traveled to a local hospital to visit some of the injured, and Falcon state governor Stella Lugo said the authorities were sparing no expense.

"We are deploying our whole fire service team, all our health team, the whole contingency plan on the orders of Comandante Chavez to treat the people affected by this emergency," Lugo told state TV.

The deadly blast followed repeated minor accidents and unplanned stoppages that have afflicted state oil company PDVSA over the last decade, prompting critics to accuse President Hugo Chavez's government of mismanagement.

PDVSA has struggled with repeated refinery problems in recent years, limiting capacity and crimping ambitious expansion plans. Power faults, accidents and stoppages for maintenance have also curbed exports of oil products.

In 2010, there was a massive fire at a PDVSA fuel terminal on the Caribbean island of Bonaire, then a blaze at a dock at the Paraguana complex that halted shipping for four days.

Also in 2010, a natural gas exploration rig, the Aban Pearl, sank in the Caribbean. All 95 workers were rescued safely.
